Assessor Meeting Minutes 10/12/13

Meeting began at 10:10 a.m.

Members Present:

  • Discussion on request made by Peter Chait on discount of right of way.  The property is Heron Pond Park.  There are 7 lots in the Heron Pond Park and there are 5 dwellings.  Has right of way for two lots that cross his property and does it diminish the market value of his property.  The Board has on other occasions determined that this type of right of way does diminish the value of property.  However, in this case the right of way does not diminish the value of his house lot property but the excess land.  The view of the right of way is blocked by a tree line.  The Board recommends a 10% reduction of value of the excess land (2.8 acres).  This reduction is for FY 2014.
It was discussed that requests of this type will always be decided on case by case rather than a blanket rule.

  • The Assessors books for FY 14 have been closed until such time as the State gives approval for the LA 13 and 14.
  • Peter Murkett and Michele Miller are placing 15 acres of their property on Harmon Road into Chapter 61.  They have submitted a cutting plan.  Property will be placed in Chapter for FY 2014.
  • Principal Assessor still planning to attend a workshop on using laser technology in field work.
